Promoted a Healthy Economy

Passed balanced budgets with increased financial reserves.

Revitalized downtown: Phase 1 of Downtown Streetscape completed, Phase 2 underway, Leucadia North 101 revitalization started, and Cardiff Specific Plan process initiated.

Encouraged tourism by actively supporting programs to preserve and enhance our unique agricultural and beach town heritage, encourage the arts, and provide clean ocean water and sandy beaches.

Increased sales and property tax revenues during the last four years.






Increased Community Involvement



Improved City processes to provide better service to Encinitas residents.

Implemented a successful Citizen Participation Plan (CPP) to bring community input into the planning and development processes.

Completed a more user-friendly City web presence including on-line registration for many city services and automatic email notification for citizens.

Preserved Open Space and Lagoons

Acquired 43 acres of parkland and 26 acres of prime habitat, currently working on 51 acres additional habitat.

Lobbied successfully for the Army Corp of Engineers study of and appropriations for beach erosion and lagoon health.

Moving force in the Regional Multiple Habitat Conservation Plan (MHCP) adoption.

Spearheaded formation of the successful Blue Ribbon Environmental panel composed of expert citizen volunteers.

Introduced Escondido Creek Watershed Alliance regional partnership to improve watershed and lagoon health.



Provided Traffic Relief


Improved traffic flow on El Camino Real, Leucadia and Encinitas Boulevards. by synchronizing traffic lights.

Initiated the “Keep Kids Alive, Drive 25” neighborhood safety program.

Completed City-wide Traffic Management studies designed to produce safer neighborhoods and better traffic flow on prime arterials. Council action to implement policies this year.

Implemented Red Light Camera program to improve the safety of principal intersections,

Enhanced Community Resources

Championed downtown world-class, ocean-view library using green building features.

Dedicated three new active-use parks and initiated community-based planning of new 43-acre multi-use park.

Led the Cultural Tourism Committee which launched the History Without Walls initiative, developed a Community-wide event calendar on Chamber of Commerce website, and implemented the Greenhouse and Garden Tours series.

Implemented more effective, customer-friendly, solid waste recycling and household hazardous waste disposal programs.

Adopted Trails Master Plan and designated Dog Parks sites.

Expedited Safe Routes to School program to ensure the safety of our children.

Advocated expanded Senior Center nutritional lunch program.
